"content":"香港金融管理局於本月中為放寬物業貸款相關的監管政策作出微調,除調整按揭成數及壓測安排外,亦放寬其他相關監管要求,包括簡化以資產水平計算借款能力的方法,以及在計算借款人的「供款與入息比率」時,投資物業的租金收入的扣減率由至少三成回復至至少兩成的參考水平。<br/><br/>首先,在資產水平計算方面,按揭申請人如持有本地物業,包括住宅、商舖、寫字樓及車位等,銀行都可以視作資產計算,惟要注意,即使是現契物業沒有任何按揭在身,銀行都只會以估值的一半當作資產,例如現契物業估值2,000萬元,銀行只會視1,000萬元作為資產,到目前為止仍然採用此方法作計算。<br/><br/>放寬產資計算增借款能力<br/>不過,對於所持有的物業仍有按揭在身的話,計算方法便作出了微調,假設物業估值為1,500萬元,現有按揭在身,尚餘貸款額為300萬元,過往的計算方法是先將估值除以一半再扣減尚餘貸款額兩次,即1,500萬元除2再減600萬元,經計算後淨資產值只餘下150萬元。<br/><br/>現在的計算方法放寬了一點,先將估值除以一半再扣減尚餘貨款額一次便可,以上述例子計算,即1,500萬元除2再減300萬元,換言之淨資產值為450萬元。另外,假設申請人並無其他資產,只有一個現契物業,若果信貸資料良好及沒有壞帳紀錄等,理論上都可以批出按揭,過往最多只能批出按揭成數25%,現時放寬至按揭成數50%。<br/><br/>其次,在租金計算方面,一向以來租金都可以視作為收入的一種,惟金管局考慮到租金當中包含了維修費、地租及差餉、管理費及物業或利得稅等支出,故此早在2009年10月已訂明在計算供款佔入息比率時,租金收入總額應至少作出20%扣減,即假設租金收入為15,000元,只可當作收入為12,000元。<br/><br/>租金收入扣減率回復兩成<br/>其後,當局再作檢討,認為扣減20%不足以覆蓋相關支出,故此於2015年1月再次向銀行發出指引,要求銀行在計算借款人供款佔入息比率時,將所有物業租金收入折扣由原來的20%,增加至30%或40%,如能提供租金證明(即已打釐印的租約)折扣率為30%,相反,無租金證明折扣率為40%。<br/><br/>例如租金收入為20,000元,在已打釐印的租約下可以當作收入為14,000元,在沒有打釐印的租約下只可當作收入為12,000元,近日當局再次修訂為沿用2009年的計算方法,即租金收入只需扣減20%作計算。<br/><br/>雖然金管局已積極放寬按揭監管規範,但礙於銀行同業拆息高企,銀行基於資金成本問題仍然不熱衷於按揭業務,他們各自有其商業考慮,即使條例放寬亦不代表能輕易批出按揭,故此有需要申請按揭的話,不妨找專業人士協助,以確保按揭批核能順利完成。<br/><br/>利嘉閣按揭代理董事總經理
